Background and Motivation:

History
is a vital component of cultural and national identity.  Written documents are concrete links to our past.  Most of ancient Tamil olai (leaves) and  Portuguese period manuscripts were destroyed when the Dutch invaded Ceylon during the 17th century.  Dutch and British period documents were later moved from the North East part of Ceylon to the Colombo National Archives when the British colonial masters introduced a centralized administration in 1833.  According to researchers, many of the relocated documents within Sri Lanka have suspiciously gone missing. We all know that the Jaffna public library was fully burnt down by the Sri Lankan armed forces in 1981.  Consequently, we have almost lost all our heritage and history.  Recently millions of documents preserved in Vanni have been destroyed by the armed forces during the invasion in 2009.  The calculated and persistent destruction of historical records of a people is an element of cultural genocide.
